Ownership of the property has changed, and the responsibility to <br /> remediate nitrate and ammonium in soil and groundwater is with the new owners, whom are <br /> represented by Isola and Associates (Isola), and Genesis Engineering and Redevelopment <br /> (Genesis Engineering). The site has been vacant since the end of 2008 and the buildings have <br /> been removed. Isola and Genesis Engineering provided the California Regional Water Quality <br /> Control Board, Central Valley Region (Central Valley Water Board) staff the following <br /> documents prepared by Genesis Engineering. <br /> • 5 August 2011 Phase 11 Site Investigation Report <br /> • 16 April 2012 First Quarter 2012 Groundwater Monitoring Report <br /> • 17 April 2012 Additional Soil Investigation Letter <br /> • 10 May 2012 Treatability Study Work Plan <br /> The Phase II Site Investigation Report, Groundwater Monitoring Report, and Additional Soil <br /> Investigation Letter provide a description of the lateral and vertical extent of nitrate and <br /> ammonium in soil and groundwater. Analytical work conducted early in the investigation <br /> indicated that pesticides and herbicides are not present in groundwater at the site. <br /> In the Treatability Study Work Plan, Genesis Engineering proposes a pilot study using the <br /> proprietary reducing amendment, EHC, to reduce nitrate concentrations in groundwater. The <br /> proposed addition of an amendment to groundwater necessitates the issuance of a permit from <br /> the Central Valley Water Board. Within the Treatability Study Work Plan, Genesis Engineering <br /> has included a Notice of Intent, which is an application for permit coverage under the General <br /> Order for Waste Discharge Requirements for InSitu Groundwater Remediation at Sites with <br /> Volatile Organic Compounds, Nitrogen Compounds, Perchlorate, Pesticides, Semi-Volatile <br /> Compounds, Hexavalent Chromium and/or Petroleum Hydrocarbons (General Order <br /> R5-2008-0149). This letter addresses the work plan for the treatability study. A letter <br /> addressing the Notice of Intent will be provided under separate cover. <br /> Proposed Treatability Study <br /> Genesis Engineering proposes to add a proprietary slow-release carbon source (EHC) to <br /> groundwater in order to spur indigenous groundwater microorganisms to remove oxygen and <br /> KARL E.
