Three of
these wells, identified as CRW-2, CRW-3, and CRW-4 are ontipon Farm Service property. On
13 June 2012, Mr. Paul Lambert, an owner of Ripon Farm Service property, notified California
Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board) staff
that they would be willing to take responsibility of these 3 monitoring wells (CRW-2, CRW-3, and
CRW-4), including maintenance, monitoring, and eventual destruction thereof. This letter is
intended to summarize our agreements regarding the transfer of the wells and our request to
delay W-12 operations until remediation commences at Ripon Farm Service.
On 21 June 2012, in a telephone discussion with Central Valley Water Board staff, you agreed
that Ripon Farm Service may take responsibility for these three wells, if Ripon Farm Service will
provide the City of Ripon with a statement to that effect. The City of Ripon respectfully requests
that an agreement be made to allow the City of Ripon occasional access to the wells for
monitoring. The City of Ripon will retain responsibility for the remaining wells (CRW-1, CRW-
1 D, CRW-2, and CRW-2D), and can provide Ripon Farm Service with access to these wells for
monitoring. The City of Ripon intends to use these wells for the purpose of monitoring the
effects of reconfiguring W-12, and providing water from W-12 into the City of Ripon's non-
potable distribution system.
In our 21 June discussion, we agreed that it would benefit the City of Ripon, Ripon Farm
Service, and the State of California if the City of Ripon did not start delivering water from W-12
to the non-potable system until Ripon Farm Service begins its proposed groundwater
remediation pilot project. It is anticipated that this could occur as early as September 2012.
Central Valley Water Board staff appreciate the continuing communication between City and
State. Please provide Central Valley Water Board staff with periodic transmittals of tabulated
data from CRW-1, -1 D, -2, and -2D wells.
