0 0 RECEIVED <br /> PUBLIC NOTICE— September 2012 SEP 10 2012 <br /> Former Ripon Farm Service Facility <br /> 938 Frontage Road,Ripon, CA ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> The former Ripon Farm Service Facility is located at 938 Frontage Road in Ripon, CA. This Public <br /> Notice is being provided to nearby property owners as well as other interested parties at the request of <br /> the California Regional Water Quality Control Board, Central Valley Region(Central Valley Water <br /> Board). It describes the Pilot-Scale Treatability Study that will be performed under the direction of the <br /> Central Valley Water Board at the former Ripon Farm Service Facility ("Site"). Contact information <br /> and a website address where you can obtain details, ask questions, or submit comments regarding the <br /> Site activities are provided at the end of this public notice. <br /> The 30-day public comment period is <br /> from 30 August through 1 October 2012. <br /> Background <br /> The Site, located on Figure 1, is currently vacant. Since about <br /> Sfte Location <br /> 1967, it was a bulk fertilizer distribution and batching facility. <br /> Former operation structures consisted of a wash-rack <br /> containment area with two concrete holding ponds,two sumps, <br /> storage buildings, a liquid bulk fertilizer storage and preparation ; <br /> y , <br /> area. <br /> c I onailk n <br /> Historically,raw materials were delivered to the Site and stored <br /> in either concrete storage bins (dry materials) or in tanks (liquid <br /> materials). Fertilizer products were prepared in a batch <br /> processing operation. Potash, water, and fertilizer additives were <br /> combined to generate liquid fertilizer blends for sale and distribution. The fertilizer products were <br /> transferred into various types and sizes of tank trucks and trailers and delivered to contracted farm <br /> operations for dispersion. The tank trucks and trailers were rinsed to remove fertilizer residue in order <br /> to prevent cross-mixing of incompatible fertilizer products. The rinse water was collected and either <br /> recycled for use in preparing additional fertilizer products or evaporated in the concrete holding ponds. <br /> As a result of past site activities,nitrate contamination is present in soil and groundwater beneath the <br /> Site. Concentrations of nitrate (as NO3) in soil range up to 13,900 milligrams per kilogram("mg/kg"). <br /> The concentration of nitrate in groundwater has ranged up to 3,900 milligrams per Liter("mg/L"), above <br /> the water quality objective of 45 mg/L. <br />
