Waste Management Inc./USA Waste of California, DBA Central Valley Compost responsible <br /> for completing facility improvements in accordance with, and to comply with, the NOA and the <br /> General Order. <br /> On 21 November 2019, Board staff conducted another inspection of the Central Valley Compost <br /> facility. As discussed with the site manager during the inspection, the facility has not yet <br /> completed any of the necessary improvements to comply with the General Order and the NOA. <br /> The observed violations include: 1) the entire site has inadequate grading and compaction of the <br /> working and storage areas, 2) ponding of leachate suggests that the drainage controls are <br /> inadequate, 3) the leachate pond has not been lined, 4) the site has yet to install the install a <br /> groundwater monitoring network; and (5) the site has yet to submit any groundwater monitoring <br /> reports. All of these are at least a year behind the deadlines in the NOA. <br /> Because Central Valley Compost continues to operate well into the wet season without any of <br /> the required improvements, this Notice of Violation is being issued at this time.
