Due to a potential future expansion of the facility the Discharger <br /> proposed moving its Detention Pond #2 from the approved location along the western edge of <br /> the facility to the southern end of the facility. The Discharger was not proposing to reduce the <br /> wastewater storage capacity of either Detention Pond #1 or Detention Pond #2. On 30 October <br /> 2018, the Discharger submitted construction plans, specifications, and a Construction Quality <br /> Assurance (CQA) plan for the proposed changes to the Discharger's 7 February 2018 NOA. <br /> On 28 November 2018, the Central Valley Water Board Executive Officer issued an amended <br /> NOA (State Water Resources Control Board General Order 2015-0121-DWQ-R5S009-01) to <br /> Harvest Power California, LLC (the Discharger) for the Harvest-Lathrop Composting Facility <br /> (Facility) incorporating the proposed changes for coverage under the General Order. <br /> Central Valley Water Board staff have reviewed the 30 October 2018 construction plans, <br /> construction specifications, and the CQA plan and approves the submittals under the following <br /> conditions: <br /> 1. The Discharger includes requirements in the plans, specifications, and CQA plan that <br /> ensures (includes appropriate procedures) that the composting working area surface <br /> contains a barrier layer that is at least 12 inches thick and has a maximum hydraulic <br /> conductivity of 1 x 10-5 cm/sec or less in accordance with the General Order requirements <br /> that is as close to the ground surface as possible and amenable to generally accepted <br /> hydraulic conductivity test methods. These requirements can be incorporated as an <br /> amendment to the 30 October 2018 plans, specifications, and CQA plan and submitted to <br /> Central Valley Water Board staff for review and approval; <br /> KARL E.
