Under Water Code section 13261, Harvest Power may <br /> be liable for up to $1,000 per day in administrative civil liabilities for every day it is in violation of this <br /> requirement, and this period of non-compliance may be retroactive back to 4 August 2016, <br /> Request for a Complete Report of Waste Discharge <br /> The three components of the Composting General Order Report of Waste Discharge includes: (1) the <br /> Notice of Intent application, (2) the technical report, and (3) the filing fee. <br /> 1. The second component of the ROWD is the technical report which includes information necessary <br /> for the Central Valley Water Board to evaluate the waste discharges that are related to your <br /> composting operations. The third component is the filling fee, The Water Code requires any person discharging waste, or <br /> proposing to discharge waste, within any region that could affect the quality of the waters of the <br /> state to submit an annual fee (Wat. Code, § 13260, subd. (d)(1)(A)). The appropriate filling fee for <br /> composting sites is based on Tiers identified in the General Order.
