The report/work plan proposed installing 4 soil
borings and 1 cone penetrometer boring to define the lateral and vertical extent of the contamination.
Monitoring well#1 (MW1)was installed in the middle of the former underground storage tank in February
1999. Concentrations of Methyl tert butyl ether(IvME)in the groundwater samples from MW 1 have
continued to decrease since the well's installation.
MTBE concentrations in /1 in MW-1
02/26/99 07/29/99 1 03/15/00 06/05/00 09/08/00 11/28/00
MW-1 I 51A 14.0 1 3.57 5.40 3.98 Q.0
Analytical results of the groundwater samples collected from NM-208 and MW-320 located about 70 feet
southeast of the former UST were not-detect for MTBE and anyof the oxygenates by Method 8260.
In a meeting on October 24,2001,Central Valley Regional Water Quality Control Board(CVRWQCB)agreed
with PHS/EHD that only a portion of the proposed work is necessary at this time: the boring to the east of
MW 1 (general down-gradient direction in the area),the CPT boring, and the well and sensitive receptor survey
are adequate and necessary elements of the workplan (H&S 2529937,subd.(c)(3))to determine if significant
MTBE concentration exists. The work plan is approved if you agree to these conditions.
The last quarterly sampling was conducted in November 2000. In a letter dated March 31,2000,PHD/EHD
reminded you of your requirement to sample the monitoring wells on a quarterly basis in accordance to
Califomia Code of Regulation,Title 23,Chapter 16,Section 2652(d). Sample the monitoring wells within 14
days of this letter and submit the quarterly report by December 15,2001. Enforcement action by the
CVRWQCB or San Joaquin County District Attorney's Office maybe requested if deadlines are not met.
PHS/EHD did not receive the quarterly monitoring report for the November 2000 sampling event until
October 8,2001. PHS/EHD requests you to submit all future reports in a more timely manner.
Donna Heran,REHS,Director
Enoviromental Health Division
Jeffrey Wong, Senior REHS 1:orio,RE
LOP/Site Mitigation Unit IV Supervisor
c: RWQCB,Central Valley Region-Marty Hartzell
c: ATC Associates Inc.-Jeanne Homsey,P.E.
A Division of San Joaquin County Health Care Services
