(AGE) on your behalf In the work plan, AGE proposes to install two monitoring wells <br /> screened at approximately 30 to 50 feet below surface grade (bsg) and two monitoring wells <br /> screened at approximately 110 to 120 feet bsg. <br /> Groundwater is currently at approximately 31 feet bsg. For this reason, the EHD believes the two <br /> proposed shallow monitoring wells should be screened at approximately 26 to 46 feet bsg instead of <br /> the proposed 30 to 50 feet bsg. With this revision, and the understanding that the screened interval <br /> for each deep well be across the sand unit generally encountered at the proposed deeper target <br /> depth, the EHD approves the installation of two shallow and two deep monitoring wells at locations <br /> illustrated on Figure 2 of the work plan. <br /> AGE has provided the EHD with a copy of permit number 07-14W dated September 25, 2007, <br /> issued by the City of Stockton for the installation of two groundwater monitoring wells in the north <br /> sidewalk of East Miner Avenue, as well as an encroachment permit dated February 15, 2008, with <br /> an expiration date of May 1, 2008, issued by the City of Stockton. Submit an access agreement for <br /> the installation of the shallow monitoring well at 825 East Miner Avenue, Stockton, along with <br /> boring permit applications and boring/inspection fees of$383 per parcel to the EHD by April 21, <br /> 2008. <br /> It is the EHD's understanding that the vapor extraction and treatment system is still not in <br /> operation, having encountered several obstacles during the installation of the unit. However, it has <br /> been over a year since the EHD first approved the work plan for installing a vapor extraction <br /> system for interim remediation of petroleum hydrocarbon-impacted soil at your site. Considering <br /> the high concentrations of contaminants of concern currently detected in groundwater samples <br /> collected quarterly at your site, you must get this vapor extraction system on line immediately. <br /> Furthermore, based on very favorable results from the groundwater aquifer pump test presented in <br /> Groundwater Extraction Pilot Study Report dated March 9, 2007, your consultant's <br /> recommendation to implement groundwater extraction to address impacted groundwater, and the <br /> high likelihood that contaminants are migrating off-site, the EHD concurs that groundwater <br />
