Grant Street, Stockton
Kirk:
The San Joaquin County Environmental Health Department(EHD)concurs with the recommendation by the UST
Cleanup Fund (Fund)that the soil vapor extraction (SVE)system be restarted as soon as is practical and that the
EHD direct the responsible party to assess the feasibility of a groundwater remediation technology such as air
sparging at the site located at 308 North Grant Street, Stockton, California. By letter dated May 19, 2009, the
EHD directed that the soil vapor extraction system be restarted. The EHD also directed the submittal of a
feasibility study by September 15, 2009, to identify a remedial technology or combination of
technologies (including air sparging), capable of mitigating petroleum hydrocarbon contamination in groundwater.
(In March 2008, the EHD had directed submittal of a work plan for groundwater extraction but the EHD did not
receive such a work plan.) It is unclear when the SVE system will be in operation once again since this is
dependent on the cooperation of the responsible party, who claims financial hardship resulting from delayed
reimbursements from the Fund.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton,California 95202
Phone: (209)468-9852
Fax: (209)468-3433
Email: vmccartney a sjcehd.com
6/9/2009
