A <br /> sample of the groundwater in the excavation was analyzed with the <br /> following results: <br /> Constituent Concentration Regglatory Limit <br /> Benzene 360 ppb 1 ppb <br /> Toluene 140 ppb 140 ppb <br /> Xylene 310, 000 ppb 620 ppb <br /> Lead 11130 ppb 50 ppb <br /> At that time the tank excavation was backfilled and no further <br /> assessment was performed. <br /> On December 27, 1990, a "Groundwater Investigation Plan" was <br /> submitted to our office for this site. The site was placed in the <br /> San Joaquin County Local Oversight Program (LOP) for underground <br /> storage tank (UST) sites. The initial proposal called for <br /> installation of three groundwater monitoring wells which were <br /> constructed in February 1991, A report of this initial <br /> investigation was submitted on June 27, 1991. All three wells were <br /> nondetectable for gasoline constituents, however, none of the wells <br /> was located immediately downgradient of the former tank location. <br /> For this reason, an additional monitoring well and two soil borings <br /> were installed and sampled in July 1991. <br /> A report of these activities was received on August 20, 1991. EH <br /> staff review of that report and subsequent discussion with the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB) staff <br /> raised concerns about: 1) the inadequate length of time between <br /> monitoring rounds for the new monitoring well (MW 4) , including <br /> groundwater gradient measurements; 2) the presence of toluene at <br /> A Division of San joaquin County Health(are Services 0 <br />
