1.0 EXECUTIVE SUMMARY <br /> At the request of George Bravante, in his capacity as the State Court Appointed Receiver of the <br /> Bridges Specialty Center, which is owned by Chi-Yuh and Po-Ying Chem, Capstone <br /> Remediation Corporation (Capstone) excavated soil beneath an elevator shaft on the property <br /> located at 2233 Grand Canal Boulevard, in the City of Stockton, California The excavated area <br /> consisted of one 9-foot by 6-foot area of hydraulic fluid-contaminated soil CRC Environmental <br /> Risk Management, Inc (CRC) provided oversight of the soil excavation under the guidance of <br /> the San Joaquin County Public Health Services (SJCPHS) Soil samples were obtained from the <br /> bottom of the excavation and analyzed for total petroleum hydrocarbons (TPH) as hydraulic fluid <br /> by Modified EPA Method 8015 to confirm that the contaminated soil has been removed to the <br /> extent technically feasible or practical The laboratory analytical results of the confirmatory soil <br /> samples indicate that the majority of the hydraulic fluid was removed and that negligible levels <br /> of hydraulic fluid were detected at the bottom of four (4) borings The remainder of the fifteen <br /> (15) soil augered areas showed non-detect levels of TPH <br /> A groundwater investigation followed this excavation work and was completed December 16, <br /> 1994 Three (3) groundwater monitoring wells were installed and groundwater samples were <br /> collected for analysis The results of the groundwater investigation showed non-detect levels of <br /> TPH as hydraulic fluid in all three (3) monitoring wells On the basis of the analytical results <br /> of the confirmatory soil samples, CRC concludes that the area identified with hydraulic fluid- <br /> contaminated soil has been properly excavated to the extent technically feasible or practical <br /> Additionally, the groundwater results indicate that the groundwater has not been significantly <br /> impacted by the soil contamination CRC recommends no further remedial actions at this site, <br /> and that a copy of this report be submitted to the SJCPHS for their concurrence <br /> 2.0 INTRODUCTION <br /> 2.1 History <br /> CRC conducted a subsurface investigation in February 1994 at 2233 Grand Canal <br /> Boulevard, in the City of Stockton, California, at the request of George Bravante in his <br /> capacity at the State Court Appointed Receiver of the Bridges Specialty Center which is <br /> owned by Chi-Yuh and Po-Yang Chem During this investigation, six (6) soil borings <br /> were drilled in the area where hydraulic fluid contamination was suspected from a leak <br /> in an elevator piston housing, which was buried in an uncased borehole at a depth of 13 <br /> feet The results of the investigation identified concentrations of TPH as high as 20,000 <br /> parts per million (ppm) in a soil sample taken at 6 feet below the bottom of the elevator <br /> pit Soil samples were also taken at depths of 10, 15 and 20 feet These samples had <br /> concentrations of 3,000, 120 and 7,500 ppm of TPH, respectively The hydraulic fluid <br /> was previously tested for the presence of polychlorinated biphenyls (PCBs) by Roy F <br /> Weston, Inc Laboratory analytical results showed that PCBs were not present in the <br /> hydraulic fluid An area approximately 9 feet by 6 feet was excavated to a depth of <br /> CRC Environmental Risk Management Inc Project N 3624-061-4 <br /> George Bravante Receiver 2233 Grand Canal Boulevard <br /> January 19 1995 1 Stockton,California <br />
