Human Health Risk Assessment <br /> Former Mobil Oil Bulk Plant 04-343 <br /> 500 East Grant Line Road <br /> Tracy, California <br /> completely remove all hydrocarbon-affected soil and ground water finm a particular location, <br /> it should be recognized that this objective is unattainable for most sites. In support of this <br /> statement, the State of California developed the Leaking Underground Fuel Tank (LUFT) Field <br /> Manual, which provides some general statements regarding remediation of hydrocarbon-affected <br /> soil and ground water (CLUFTFM, 1959). These statements include;: <br /> Cleanup of all contaminated soil and dissolved product in groundwater is not always <br /> �I <br /> necessary to protect public health and the environment. Howevcr, it is desirable to clean <br /> up soils and ground water to the maximum extent practical to reduce any future risks. <br /> All free product floating on ground water should be removed, unless neither threat to <br /> beneficial uses of water nor danger to residents/workers from fire or explosion exists. <br /> Statewide cleanup levels for contaminated soil and dissolved product are undesirable. <br />' With respect to the subject site, financial limitations preclude the possibility that residual <br /> contamination can be completely removed from the site. Therefore, the primary objective of <br /> any additional activities should be to ensure the protection of human health. In addition to the <br /> human health issue, the following factors are worthy of consideration in evaluating potential <br /> future mitigation options available: <br /> t • Considerable diligence and financial resources (over $ 800,000) have been allocated <br /> to characterize and remediate soil and ground water. Furthermore, remediation activities <br /> conducted to date have removed significant quantities of petroleum hydrocarbons from <br /> soil and ground water. <br />' • Previous investigations have revealed that no free floating p~oduct exists on ground <br /> water at this site. <br /> 1 • Inorganic chemical and physical ground water characteristics )f ground water beneath <br /> the site indicate that ground water quality is not sufficient to support domestic use. <br /> w <br /> 30-0136-11 <br />' 1-12 <br />
