Human Health Risk Assessment <br /> Former Mobil Oil Bulk Plant 04-343 <br /> 540 East Grant Line Road <br /> Tracy, California <br /> • Remediation of either ground water or soil is limited by technological and financial <br /> considerations. <br />' • The immediate area surrounding the subject site is zoned primarily for <br /> commercial/industrial use. <br /> Attempts to attain stringent water quality objectives will require large expenditures of both <br />' money and natural resources. However, it may be reasonable to exert srecial efforts to preserve <br /> unusually high water quality where such efforts are cost-effective and consistent with federal and <br />' state policies. The inorganic chemical and physical quality of ground water at the subject site <br /> is not consistent with a classification of unusually high water quality. F,irthermore, the citizens <br /> of California will not realize a tangible benefit by achieving high wate, quality objectives at this <br />' site, especially when beneficial uses of ground water cannot be achieved due to background <br /> water quality and technological limitations. With this in mind, the 11I imary objective of this <br />' remedial action should be to ensure protection of human health and the ..—nvironment in a manner <br /> which is consistent with local site conditions and anticipated land use. <br /> 1.3.2 Considerations of Final Remediation Plan <br />' Various technologies are available for hydrocarbon-affected soil and ground water remediation. <br /> The feasibility of using available remedial alternatives were evaluated for this site, and <br />' remediation technologies were qualitatively evaluated based on the following considerations: <br /> • Current and potential site use. <br /> • Economic considerations such as capital and maintenance costs. <br /> Site-specific conditions: depth and types of contamination present beneath the site, soil <br />' properties, soil stratigraphy, regional site use, background water quality, and remedial <br /> measures previously initiated. <br /> r <br /> 3D-0136-11 <br />' 1-13 <br />
