KLEINFE!_DER <br /> 1 EXECUTIVE SUMMARY <br /> Mark III Engineering Contractors retained Kleinfelder to conduct a preacquisition site <br /> assessment (PSA) of approximately 139 acres of property located at the southeast <br /> intersection of Grant Line Road and MacArthur Drive in Tracy, California. The property <br /> is known as the Stonebridge Industrial Park Except for the former Mobil Oil Bulk Plant <br /> area, the remaining referenced property was used historically for agriculture and is <br /> currently vacant land. <br /> The contacted individuals representing the various agencies and municipalities had no <br /> record or information regarding hazardous chemicals use, misuse, or improper disposal on <br /> the subject site, except for the Mobil Oil Bulk Plant. The aerial photography review and <br /> the site visit revealed no concerns regarding hazardous material use, misuse, or improper <br /> disposal on the subject site. Please refer to Appendix A, Plates 1 and 2 for the site location <br /> and site visit maps. <br /> The Mobil Oil Bulk Plant facility is located in the northwest corner of the subject site. A <br /> leaking underground storage tank containing waste oil at this facility was investigated by <br /> the San Joaquin County Local Health District (SJCLHD) in 1986. The Regional Water <br /> Quality Control Board (RWQCB) had knowledge of the Mobil Oil Bulk Plant but no active <br /> investigations were reported by the RWQCB since 1986. A letter and report from Mobil <br /> Oil to SJCLHD on October 27, 1986 indicated that a site assessment was conducted by <br /> Kaprealian Engineering Inc. (KEI) for Mobil Oil at the Mobil Oil Bulk Plant following the <br /> removal of the underground storage tank. According to a KEI report on September 8, <br /> 1986, contaminated soils were removed and ground water was not impacted. Mobil Oil <br /> representatives requested, to the SJCLHD, in this letter that the investigation be closed. <br /> According to verbal reports from Mr. Jaime Favila of SJCLHD, the investigation was never_ <br /> closed because proper documentation of contaminated soil removal and additional soil <br /> sample analytical results were not received, reviewed, and approved by the SJCLHD.. <br /> The SJCL-HD also had record of a recent investigation, August 1988, of two additional <br /> underground Yasoiine tanks that were removed at the Mobil Oil facility on August?", 1988. <br /> According to Ms. Laura Cotulla of the SJCLHD, an investigation is in progress to assess <br /> i37-88-1690 1 <br />
