KLEIIVFELDER
the extent of contamination and potential impacts on ground water. No additional
information regarding this investigation was available.
The RWQCB had information regarding the Pacific Gas and Electric Company (PG & E)
facility located adjacent southwest of the subject site. The PG & E facility is being
investigated by the RWQCB for soil and ground water contamination due to petroleum
hydrocarbons, lead, and polynuclear aromatic hydrocarbons (PNAs). The PG & E facility
had an underground storage tank removed about four years ago. The presence of PNAs is
associated with the former use of the site in the 1920s as a coal gasification plant.
Additional site assessment wort: is currently in progress on the PG & E facility.
Information on the vertical and lateral extent of the contamination was not yet available
from the RWQCB.
The RWQCB also had information on the Handyman facility located adjacent north of the
subject site. The RWQCB authorized .a site assessment following the removal of two
underground storage tanks in August 1987. The results of the site assessment indicated no
soil or ground water contamination was present. The current owner of the Handyman
facility is awaiting approval by the RWQCB to officially close the investigation.
Mark III Engineering should contact Mobil Oil and encourage submittal of the required
documentation necessary to initiate the closing of the investigation by SJCLHD. Mark III
Engineering should consider limiting their liabilities in developing the Mobil Oil Bulk
Plant area until the investigation is officially complete. The underground tank removal and
soil investigation is subject to review and approval and may require further assessment
work if contamination is suspected by the SJCLHD. This could result in unexpected
project development delays and substantial investigative and remedial costs if developed
without prior regular agency approval.
The SJCLHD had record of continuing investigations for fuel hydrocarbon contamination
from lealdng underground tanks at the Mobil Oil, PG & E. and former Handvman
facilities. The extent of contamination and potential impacts on ground water is being
assessed in these investigations. The Fortitiber facility, located at 501 East Acacia Street,
was recommended by the SJCLHD for investigation due to two leaking underground tanks
containing diesel._The current status of the recommended investigation was not indicted in
SJCLHD records.
137-88-1690
