KLEINFELDER <br /> Toe site visit of the subject property was conducted on September 20, 1988. The property <br /> consists of approximately 139 acres of vacant land that was previously used for agriculture, <br /> with the exception of the Mobil Oil Bulk Plant area. Agricultural activities bound the <br /> property on the north, east, and south. Manufacturing and commercial activities bound the <br /> property on the west, north, and south. Details of the site visit for the subject site and <br /> immediate vicinity are depicted in Appendix A, Plate 2, the Site Visit Map. <br /> The former Mobil Oil Bulk Plant, located in the northwest corner of the subject site, is <br /> vacant and dilapidated. Piles of soil and small excavated areas were observed at the <br /> facility. There was no visible evidence of improper chemical use or staining at the Mobil <br /> facility. <br /> The portion of the subject site planned for development is currently vacant with water and <br /> sewer utility structures and improvements present. Several dirt roads and graded areas <br /> were present. A small, dry surface impoundment (approximately 1S0 feet by LO feet) was <br /> present in the northeast area of the subject site. The surface impoundment appears to be <br /> associated with storm water run-off. An abandoned farmhouse was present approximately <br /> 1,000 feet south of the impoundment along a dirt access road. There were no <br /> environmental concerns related to the use, misuse, or improper disposal of hazardous <br /> chemicals observed during the visit to the subject site. <br /> The former Handyman facility, located adjacent north of the subject site at 724 E. Grant <br /> Line Road, is a large warehouse and yard area that is currently partially vacant and <br /> partially used for dry storage. A former oil change facility and stained soil, scarring, and a <br /> monitoring well were observed in the Handyman yard area. <br /> The PG & E facility, located adjacent southwest of the subject site, is currently being used <br /> as a substation and equipment storage/maintenance center. Environmental concerns <br /> related to the use of hazardous chemicals were not apparent. <br /> Other large manufacturing facilities observed in the vicinity of the subject site include <br /> H. I Heinz Company, Fortitiber, Doane Products Company, and Leprino Foods. There <br /> were several commercial and industrial businesses located approximately 2.500 feet south <br /> of the subject site, adjacent to the SP railroad. A Unocal facility is located on 11th Street <br /> in this area. with four unlabeled aboveground storage tanks. No obvious environmental <br /> 137-88-1690 10 <br />
