(Wright) has prepared this letter report on behalf of the <br /> administration of the Naomie King Living Trust dated June 7, 1990 (Trust) regarding the <br /> above referenced work. Wright became involved with this project to prepare underground <br /> storage tank (UST) closure permits, collect soil samples, and prepare a letter report to the <br /> overseeing agency, the San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS-EHD). This letter report consolidates and presents documents previously <br /> provided to PHS-EHD for the disposition of the tank and piping, results of soil and <br /> reconnaissance sampling, and stockpiled soil at the site. In addition this report presents the <br /> findings and recommendations of the technical evaluation of collected data. <br /> BACKGROUND <br /> The site is located on Kings Island in San Joaquin County with a mailing address at 21334 <br /> West State Route 4, Stockton, California. During the first week of November, 1995, Wright was <br /> approached by the Trust administrator to investigate a suspected tank. Mr. Lester Messina of <br /> Wright met with Mr. Harry Elliot, a representative of the Trust, at the island and observed a <br /> small hand pump next to the fence under a covered parking structure ( See figure 1 and 2). In <br /> addition, a small pipe was located approximately 2 feet from the pump at or just below the <br /> ground surface towards the center of the structure. After some discussion of the variable <br /> uses being offered and potential sizes of the suspected tank the estate representative was <br /> informed he would be contacted about his options. The actual existence of, and or the last use <br /> of the suspected tank was not known to representatives of the Trust or Wright who relied'on <br /> third party information (tenants) as the property owners were deceased. <br /> After some discussion Wright informed Trust representatives that should an underground <br /> fuel storage tank be located, and found to be leaking, that appropriate permits and procedures <br /> would have to be followed for tank closure and study as needed. Wright explained in a <br /> telephone conversation several approaches and options available (magnetic anomaly detector, <br /> probing, hand digging, excavation) to determine if there was a steel tank buried in the soil <br /> under the parking structure. In addition, it was explained that depending on the past uses of <br /> the tank and its actual size, certain exemptions at the federal, state and local level may be <br /> allowed.
