The EHD's decision to move this site to closure is based on the <br /> professional opinion expressed by the State Water Resources Control Board Cleanup <br /> Fund Five-year Review that the site should be closed, and the standard of practice <br /> established by the Low Threat Closure Policy that states that the health hazard posed <br /> through vapor intrusion at active fueling stations is negligible compared to those posed <br /> by spills and the fueling operation and need not be evaluated except in extreme <br /> circumstances. For these reasons, the EHD will not approve Work Plan for Limited <br /> Indoor Air Study, dated 12 March 2012, submitted by ATC Associates, Inc.
