The
CUF recommended that the EHD consider the site for closure.
The EHD has been considering the site for closure, but the site has extremely high
concentrations of total petroleum hydrocarbons quantified as gasoline (TPHg) in soil gas, with
concentrations as high as 3,700,000 micrograms per cubic meter (pg/m3). Concentrations this
high, verified with samples analyzed by both a mobile laboratory and a fixed laboratory, greatly
exceed the California Human Health Screening Levels (CHHSLs) for TPHg. The EHD has
unsuccessfully pushed to have the actual human health hazard posed by the high TPHg vapor
concentrations evaluated utilizing site-specific conditions; however, the recently adopted Low
Threat Closure Policy (LTCP) states that the health hazard posed through vapor intrusion at
active fueling stations is negligible compared to those posed by spills and the fueling operation
and need not be evaluated except in extreme circumstances. Based on the standard of practice
established by the LTCP and the professional opinion expressed by the CUF Five-Year Review
that the site should be closed, the EHD will forego the site-specific health hazard evaluation and
will initiate the closure process.
Questions or comments should be directed to Vicki McCartney at (209) 468-9852 or to Nuel
Henderson at (209) 468-3436.
Sincerely,
artney•%G" Nuel Henderson, PG
icki McC , REHS
Senior Registered Environmental Engineering Geologist
Health Specialist
2012 Five-Year Review Comment Letter CUF No 17179.doc
