ANL
275 West Grant Lane Page 2
PHS/EHD requested in correspondence dated December 21, 1993 that a problem
assessment report be prepared. aA problem assessment report not only summarizes the
investigation to determine the boundaries of soil and groundwater contamination, but
evaluates remedial alternatives based on feasibility studies and cost-effective analysis.
The information submitted did `not evaluate three remedial alternatives for soil and
groundwater remediation and hence PHS/EHD cannot concur that the proposed remedial
alternatives would effectively or efficiently remediate the soil and groundwater contamination
evidenced.
The information available indicates that the impact of hydrocarbons is primarily
concentrated in the soil. PHS/EHD recommends that limited excavation of contaminated
soil with groundwater extraction of seep water be considered.
I
Please submit a problem assessment report by August 15, 1994. If you have any questions,
comments or wish to schedule a sampling inspection, please contact Mary Meat's, Senior
REHS, of my staff at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS .
