PHS/EHD has prepared the following
comments for your consideration.
Beginning on September 30, 1993 and ending on i October 1, 1993, nine soil borings were
were handaugered, SBR-1 through SBR-10 (SBR 7 was terminated when pea gravel was
encountered). Soil and groundwater contamination was detected in all samples collected,
up to 490 ppb benzene in the soil and 690 ppb benzene in water. '
I
EPM requested that no additional groundwater characterization be required. Unfortunately,
it will be necessary to physically define the ,boundaries of soil and groundwater
contamination. The recent investigative soil borings that were Iocated on the perimeter of €
the site indicated significant soil and groundwater contamination; therefore, it will be
necessary to expand the investigation off site. Once the full extent of contamination has I
been established, a problem assessment report (PAR) should be prepared which evaluates 1
at least three soil and groundwater remedial alternatives.
EPM recommended limited excavation in the area of SBR-1 and SBR-9 with subsequent on
site treatment of excavated soil using bioremediation. PHS/EHD concurs that excavation
is an effective interim remedial alternative to remove contaminated soil which continues to
act as-a source of contamination to groundwater. '; Please be aware that the San Joaquin
Valley Unified Air Pollution Control District should be contacted to obtain the necessary
aeration permit. The biological treatment proposed is aerobic, inferring that the excavated
soil that is contaminated will remain in contact with the atmosphere.
A Division of San Joaquin County Health rut Semces
