275 Grant Line
Page 2
EPM also recommended the installation of a groundwater extraction well to control plume
migration with subsequent bioremediation and re-injection. PHS/EHD recognizes the value
of plume containment; however the effectiveness of groundwater extraction is dependent on E
strategic placement within the boundaries of groundwater contamination which at this time
s is unknown. Please be aware a Waste Discharge Permit issued by the Central Valley
Regional Water Quality Control Board is requiredfor biological treatment and re-injection.
Please submit by February 15, 1994, a work plan which includes the proposed limits of
excavation and treatment methodology, a proposal to continue the soil and groundwater
investigation off site and if you wish, a proposal for the installation of a groundwater
extraction well. You should also be aware that quarterly monitoring is a minimum reporting
requirement and should continue until the site is closed. The next quarterly sampling event
should be scheduled immediately and the resultant quarterly report submitted with the work
plan by February 15, 1994.
If you have any questions, comments or wish to schedule a sampling inspection, please
contact Mary Meays, Senior RENS, of my staff at (209) 468-0337.
Jogi Khanna, M.D., M.P.H.
Health Officer
Donna Heran, REHS, Program Manager
Environmental Health Division
LAC/MM:lb f
c: Elizabeth Thayer, CVRWQCB
c: Joseph Mell, Ferrari, Alvarez, Olsen and Ottoboni
c: Edward Pestana, Pestana Trust
c: Marvin Kirkeby, EPM
c: Roberta Kaitz
i
