Sampling and Analysis Plan - The plan is to include discussions of water quality <br /> sample collection, handling, chain of custody control, analytical procedures and <br /> field and laboratory quality assurance and quality control. <br /> 4. Proposed Revised Monitoring Program - The revised program is to comply with <br /> Chapter 15, specifically Article 5 requirements. The monitoring system and <br /> program are to be sufficient to demonstrate compliance, or lack thereof, with <br /> the WQPS. The proposed program must address the location of water quality <br /> monitoring points, monitoring parameters, constituents of concern, monitoring <br /> frequency, concentration limits, and statistical methods to evaluate the impact <br /> of releases from the impoundments on surface and ground-water quality. <br /> As discussed in the report, the SMS Briners have drained the southern evaporation basin by <br /> pumping out of that basin into the northern basin and removing fluid from the northern <br /> basin by deep well injection. The southern pond has been drained for about a month. <br /> Approximately one foot of salt residue is at the base of the pond. The condition of the <br /> basin liner has not yet been explored due to the necessity for allowing the base material to <br /> dry. <br /> At this time, it is anticipated that soil investigation of the base of the pond will proceed next <br /> spring. In the interim, after receiving approval from the Board, the Briners intend to <br /> proceed with construction of an extraction well immediately west of the ponds in the vicinity <br /> of existing Well MW1. Pending the occurrence of precipitation events in the next few <br /> months, either rainwater or shallow ground water extracted from beneath the ponds will be <br /> used to dissolve salt residue in the base of the southern pond. The salt solution will be <br /> pumped into the northern basin and subsequently injected. This process will continue until <br /> the salt residue is minimized so the base of the pond can be more readily explored in the <br /> spring. As feasible, salt recycling options will also be explored. <br /> The October 1, 1992 compliance date for submittal of a Preliminary Closure Plan has <br /> passed. We are proposing that a letter status report/preliminary closure plan be submitted <br /> by December 1, 1992. Included in the report would a summary of extraction well <br /> construction activities, evaporation pond status, and preliminary plans for pond liner <br /> investigation and soil sampling next spring. <br /> LUHCCPPF & SCFILMRNINI <br />
