WASTE DISCHARGE REQUIREMENTS -2- <br /> S. M. S. BRINERS, INC. <br /> SURFACE IMPOUNDMENT CLOSURE <br /> SAN JOAQUIN COUNTY <br /> WASTES AND THEIR CLASSIFICATION <br /> 8. The Discharger proposes to cease discharge of liquid wastes in the surface <br /> impoundments. These liquid wastes are classified as 'designated liquid <br /> wastes' using the criteria set forth in Chapter 15. <br /> DESCRIPTION OF THE SITE <br /> 9. Land within 1000 feet of the facility is used for agricultural purposes. <br /> 10. The site is underlain by the Victor Formation, which consists of sands, <br /> silts and clay with lenses of gravel and hardpan. <br /> 11. Ground water monitoring results show that saline water has leaked from one <br /> or both surface impoundments. The pollutant plume direction is influenced <br /> by pumping of nearby production wells. Three monitoring wells and two <br /> production wells have measured values for chloride and/or TDS at <br /> concentrations up to 2190 and 4750 mg/1 , respectively, which is above the <br /> drinking water standards of 250 and 500 mg/l for these water quality <br /> parameters. <br /> 12. A surface water monitoring program has shown that surface runoff from the <br /> facility has caused a salinity increase in the North Fork of Littlejohns <br /> Creek. The single highest TDS concentration found in surface waters <br /> adjacent to the facility was 5340 mg/1 . <br /> 13. Onsite management practices for salt and brine handling have improved <br /> lately. Past practices have contributed to onsite soil contamination and <br /> to the surface and ground water pollution. <br /> 14. Continued discharge of brine wastewater to the onsite ponds and continued <br /> discharge of stormwater with elevated TDS concentrations to surface water <br /> will exacerbate the pollution of ground water and surface water. <br /> 15. The beneficial uses of ground water are domestic, municipal , agricultural <br /> and industrial supply. <br /> 16. The facility receives an average of 14 inches of precipitation per year. <br /> 17. The facility is not within a 100-year floodplain. <br /> 18. Surface drainage is to Littlejohns Creek, which is tributary to the San <br /> Joaquin River. <br />
