BRINERS, INC. <br /> FOR CLOSURE OF <br /> SURFACE IMPOUNDMENTS <br /> SAN JOAQUIN COUNTY IE <br /> The California Regional Water Quality Control Board, Central Valley Region �n�ll <br /> (hereafter Board) finds that: �O ��''JJ <br /> 1 . S. M. S. Briners (hereafter discharger) submitted a Report of Waste <br /> Discharge, dated 15 May 1991. The discharger operates a vegetable <br /> pickling facility on Assessor Parcel No. 183-140-08, which is south of <br /> Highway 4, about ten miles east of Stockton. The facility location is <br /> shown on Attachment "A". <br /> 2. Brine wastes from the pickling process are discharged to two surface <br /> impoundments, shown on Attachment "B". <br /> 3. Soils onsite are alluvial with layers of clays, silts and sands of <br /> moderate permeability providing hydraulic continuity with ground water. A <br /> 4. The surface impoundments were constructed in 1975 with flexible membrane <br /> liners. One or both of the impoundments have leaked brines to <br /> groundwater, creating a plume of salt pollution. <br /> 5. The discharger has constructed a deep injection well for the disposal of <br /> brine wastes. The surface impoundments for brine disposal and will be <br /> closed after liquid wastes are discharged to saline ground water through <br /> a deep infection well . The deep injection we'll is regulated by the <br /> federal Environmental Protection Agency through its underground injection <br /> control program. <br /> 6. The discharger proposes to use the surface impoundments for fish <br /> propagation after closure. The ponds will be filled with fresh water and <br /> will not contain waste. <br /> 7. The surface impoundments were previously regulated by Waste Discharge <br /> Requirements Order No. 79-42, which is no longer in conformance with Title <br /> 23, California Code of Regulations (CCR) , Division 3, Chapter 15 <br /> (hereafter Chapter 15) . <br />
