Kruger Foods/SMS Briners
San Joaquin County
Item Kruger Foods/ SMS Briners Comments Staff Response
Strikethrough Text=Discharger Removed Strikethrough Text=Staff Removed
Italic Text=Discharger Added Bold Text=Staff Added
Task Remove any remaining liquid or-selid Change Made: Remove any remaining
2Ci wastes from the surface impoundments and liquid or-seh and settled solid wastes
discharge appropriately. from above the surface impoundments
liner and discharge epprepriately at an
approved waste management facility.
The Compliance date was changed to
15 October 2004. In the 15 June 2004
response, staff stated that, the settled
solids, which rest on top of the liner, are a
threat to water quality. This requirement
for immediate source removal is inline
with the guidelines for clean up actions in
SWRCB Resolution 92-49 and Section
20430(c)of Title 27.
Task Install a staff gauge Change Made: The compliance date was
2Cii in each impoundment... changed to 15 October 2004. Considering
the Dischargers inability to successfully
close the ponds, staff feels it is necessary
to have a means of monitoring
compliance. The USGS reports the
annual average rainfall for the area around
the SMS Briners facility is between 12
and 14 inches. Staff is allowing half of
the annual precipitation to remain in the
pond at any time. If the discharger would
prefer to remove the impoundment(s)
walls prior to 15 October 2004, this
requirement could be withdrawn.
A public hearing and consideration of these proposed WDRs by the Regional Board is scheduled for 9
July 2004 in Sacramento. A description of hearing procedures may be obtained online at
httv://www.swrcb.ca..gov/rwgcb5iboard meetings/mteprocd.html .
