The work plan proposes the abandonment of seven
damaged wells (MW-2, MW-3, MVS'-4, MW-7, MW-8, MW-11 and WvV-12) which can no longer be
used for ground water monitoring. Four of these wells (_MW-4, MW-8, MW-11 and MW-12) will be
replaced with new wells installed adjacent to the existing locations. The damaged wells will be reamed
out with a hollow stem auger and cemented to surface. The new wells will be installed to a depth of at
least 18 feet and continuously cored. Soil samples will be taken at specified intervals in each well and
screened for volatile organic compounds with a photoionization detector. The samples are to be
analyzed for both purgeable and extractable hydrocarbons by EPA Method 8015 modified and for
aromatic hydrocarbons by EPA Method 8020. The results will supplement the existing site database
and soil analytical data obtained for the screening health risk assessment field work.
We approve of your work plan provided that the soil samples obtained during well installation also be
analyzed for total recoverable petroleum hydrocarbons (TRPH) by EPA Method 418.1. As stated
previously in our 5 January 1995 letter approving the monitoring program, we believe that this test is
necessary to quantify heavy hydrocarbons not detectable by chromatographic methods. A review of
the site plan also shows a need for additional TRPH analysis.
If you have any questions, you may call me at (916) 255-3141.
JOHN D.
