This work plan <br /> is being submitted by Chevron Pipe Line Company (CPL), on behalf of both Texaco Trading <br /> and Transportation, Inc. and CPL. We are working with Dividend Development Corp. <br /> (Dividend) in an effort to allow their timely development of these parcels. <br /> The enclosed work plan describes proposed procedures for (1) obtaining additional soil <br /> analyses and (2) conducting a screening health risk assessment (Screening HRA). The <br /> Screening HRA will be conducted consistent with procedures defined in the "Preliminary <br /> Endangerment Assessment Manual" issued by the California Department of Toxic Substances <br /> Control (DTSC). <br /> The purpose of the Screening HRA is to estimate the risk to human health posed by <br /> hydrocarbon impacted soils and ground water at the Dividend Property. CPL and Texaco will <br /> use this risk data, in conjunction with data from the ground water monitoring program, to <br /> evaluate and propose remediation alternatives. Our goal is to allow Dividend to continue <br /> development of the property. <br /> Based on meetings and telephone conversations with yourself and Ms. Wendy Cohen, we <br /> understand RWQCB will act as the lead agency on the remediation efforts for this project. <br /> However, DTSC will act as a consultant to RWQCB for the review of the proposed Screening <br /> HRA. This is a change from our previous understanding that San Joaquin County Health <br /> Services would act as lead for the Screening HRA. Further, we understand that prior to <br /> actually reviewing the work plan, DTSC will require CPL and Texaco to sign a contractual <br />
