As <br /> agreed during our 20 April 1994 meeting in Sacramento,Chevron Pipe Line Company and Texaco <br /> Trading and Transportation Inc. will be evaluating possible remedial options for the petroleum <br /> hydrocarbons in the subsurface at the subject property. <br /> Essential to the evaluation will be the groundwater monitoring program which includes water level <br /> measurements, groundwater sampling, and analysis of groundwater samples for volatile (8020) <br /> and semi-volatile organic compounds (8270) and total extractable hydrocarbons (8015) on a <br /> quarterly basis for one year. Since some of the existing monitoring wells may be damaged; an <br /> assessment of the integrity of all the monitoring wells at the property, and possible replacement <br /> and/or abandonment of certain key wells, will also be performed. We anticipate inspecting the <br /> wells by mid-July and initiating groundwater monitoring, and possible well replacement and/or <br /> abandonment, before mid-August 1994. We appreciate your prompt review of this plan, and will <br /> await your comments prior to initiating field work. <br /> When the first quarter sampling results are available, we would like to meet with the RWQCB to <br /> discuss analytical results, evaluate the monitoring program, and propose any revisions to the <br /> monitoring plan, if there are reasons to do so. <br /> Also as discussed on 20 April, Chevron and Texaco plan to implement additional soil sampling and <br /> analysis at the property in order to conduct an assessment of the risks posed by the petroleum <br /> hydrocarbons to human health and the environment. The results of the additional soil sampling <br /> and the risk assessment will be used, in conjunction with the groundwater monitoring data, to <br /> evaluate remedial options for the property. A work plan describing the soil sampling and the risk <br /> assessment is in preparation and will be submitted to the San Joaquin County Health Department <br /> for approval upon completion. Submittal of the risk assessment work plan is tentatively scheduled <br /> for mid-August 1994. We will be happy to supply you with a copy at your request. <br />
