Ms. Penny Fotrell "' - 2 - 08 November 2002
Chevron Environmental Management Company
related hydrocarbons in the soils at the site are below levels that would constitute an unacceptable risk to
human health and the environment.
Groundwater occurs about five to seven feet bgs at the site and flows generally north-northwest.
Groundwater monitoring data show that the residual petroleum present in soil at the site is not providing
a significant source of dissolved petroleum constituents to groundwater. Seven grab groundwater
samples were analyzed for TPH as gasoline, TPH as diesel, BTEX, and polynuclear aromatic
hydrocarbons (PAHs). Of these samples, only MB-1 which was within the soil-affected area, contained
detectable contaminant concentrations [TPH as gasoline (TPHg) at 660 µg/1, TPH as diesel (TPHd) at
700 µg/l, xylenes at 3.1 µg/l, acenaphthene at 1.1 µg/l, fluorene at 3.8 µg/1, and phenanthrene at 1.4
gg/lj. Of these constituents, applicable water quality objectives (WQOs) were exceeded for TPHg and
TPHd. However, groundwater impacts are limited, and these constituents are known to degrade in
groundwater such that WQOs are expected to be achieved in a reasonable timeframe.
Based on the data and information described above, no further action is required at the site. Nothing in
this determination shall constitute or be construed as a satisfaction or release from liability for any
conditions or claims arising as a result of past, current, or future operations at this location. Nothing in
this determination is intended or shall be construed to limit the rights of any parties with respect to
claims arising out of or relating to deposit or disposal at any other location of substances removed from
the site.
If existing, additional, or previously unidentified chemical constituents at the site cause or threaten to
cause pollution or nuisance or are found to pose a threat to public health or water quality, then 1)nothing
in this determination is intended or shall be construed to limit or preclude the Board or any other agency
from taking any further enforcement action, and 2) this letter does not relieve Chevron of any
responsibilities mandated under the California Health and Safety Code and the California Water Code.
Changes in land use may require further assessment and mitigation.
If you have any questions, you may call Jim Barton at (916) 255-3050 or e-mail him at
bartonj@rb5s.swrcb.ca.gov.
o1r ANTIO K.
