PHS/EHD has the following comments for your consideration. <br /> Please be aware that the work plan was requested by PHS/EHD to investigate the extent of <br /> the petroleum hydrocarbon contamination which was evidenced following the removal of <br /> underground storage tanks in August 1986. At the time of removal a PHS/EHD inspector was <br /> not present and subsequently, groundwater samples documenting contamination were collected <br /> from the common gasoline tank excavation and from the waste oil tank excavation. <br /> PHS/EHD agrees that monitoring wells will be necessary in order to initiate the investigation <br /> of groundwater contamination. The three soil boring proposed will be drilled to 25 feet using <br /> 10 inch hollow stem augers. Since the diameter of the proposed well casing will be 2 inches, <br /> the necessity of a 10 inch borehole versus the more standard 8 inch borehole, is questionable. <br /> Also, water-tight Iocking well plugs are usually used rather than locking wellheads. Please <br /> note that should you wish to seek reimbursement from the Cleanup Fund, unnecessary costs <br /> will not be approved. Please contact George Lockwood at the State Water Resources Control <br /> Board, (916) 227-4424 to have costs evaluated. <br /> Based on a nearby site, 455 West Grant Line, the groundwater gradient direction in the area is <br /> typically to the northeast. There is not a monitoring well proposed in this area in relation to <br /> the former gasoline tanks. Downgradient monitoring wells are required to show the extent of <br /> groundwater contamination. <br /> Not only is an investigation of groundwater required, but it is necessary to also determine the <br /> vertical and horizontal extent of soil contamination. The proposed locations of the three soil <br /> borings are outside of the former tank locations and should provide information regarding the <br /> horizontal extent of soil contamination. Additional soil borings will be necessary to determine <br /> the vertical extent of the soil contamination. <br /> A Division of San Joaquin County Health Care Services <br />
