Please also be informed that the
public comment period on the "Soil and Groundwater Remediation Plan" dated January
30, 1992 ended on June 5, 1992. No comments were received from the public. A copy
of the Proof of Publication is enclosed for your information. PHS/EHD has the following
comments for your consideration.
Detectible contamination has been identified in monitoring wells MW1, MW5, MWS,
MW9, and MW10. Contamination had not been previously detected in MW5. There is
evidence to suggest that if remediation is not immediately initiated, the plume of
contamination may move off site; as MW5 is the most easterly down gradient on site
monitoring well.
PHS/EHD agrees that vapor extraction is an effective method of remediation, both for
soil and groundwater contamination. The Remediation Plan proposed the installation of
a capture trench along the front of the store. Once the vapor extraction system is in
operation, it may be necessary to install additional wells for vapor extraction.
Groundwater extraction is proposed, if necessary, to capture and contain the
contamination plume.
Please continue efforts to obtain the necessary permits, from the San Joaquin Valley
Regional Air Quality Control District and the City of tracy, for the installation and
operation of the proposed vapor extraction system.
A Division of San Joaquin County Health Craze Servicer
