Grant Line Road
Tracy, CA 95376
Public Health Services,Environmental Health Division, (PHS/EHD)has completed review of the January 10,
1989 Problem Assessment Report (PAR) and of the May 8, 1989 First Quarter Sampling Report submitted
by Harding Lawson Associates for the above referenced site. Additionally, PHS/EHD has reviewed the
underground storage tank file compiled by our office and has the following comments regarding the contents
of these reports.
1. There are discrepancies as to the contents of the former underground storage tanks on site.
Lawrence Tank Testing reported, March 27, 1986, that three (3) tanks: south-unleaded,
center-premium, and north-regular, failed precision testing. It was stated in the January
1989 Problem Assessment Report(PAR) that testing on October 27, 1986,revealed that the
10,000 gallon unleaded tank was shown to be leaking and on October 30, 1986,was taken
permanently out of service.
Please provide documentation of the October 27, 1986,precision testing to verify that it was
the unleaded rather than the premium tank which was leaking.
The May 14, 1987,Precision Testing Report(PTR) by Lawrence Tank Testing indicated that
the north-regular and center-unleaded tanks were tight. Provide information as to the
contents and number of tanks in use May, 1987.
The October 31, 1988 (PTR) prepared by Becker Industries,Incorporated indicated that the
regular tank and the unleaded tank were inservice and tested tight. Please provide a
detailed site map showing the layout of all tanks and piping systems with each tank
properly labelled for content, adjacent streets and buildings, history of site, and tank use.
2. Documentation of the disposal of purged groundwater and soil boring cuttings is required.
Please submit manifests.
3. Since groundwater has been shown to be at approximately five (5) feet, the LUFT Manual
Leaching Potential cannot be applied.
A Division of San Joaquin County Health Care Services
