PHS/EHD has the following comments for your consideration. <br /> The proposed groundwater extraction system's discharge has been approved by the CVRWQCB but is still <br /> pending approval by the City of Tracy for hook up to the City's storm drainage system. <br /> PHS/EHD has evaluated the request to abandoned monitoring wells,MW4,MW12,MW13,MW14,and MW15 <br /> and to reduce the sampling frequency from quarterly to annually for monitoring wells, MW2, MW3, MW5, <br /> MW6,and MW11. Unfortunately,at this time PHS/EHD cannot approve these requests because the operation <br /> of the proposed groundwater extraction system and vapor extraction system has not yet commenced and the <br /> on site wells may be needed to determine the effectiveness of the treatment systems. Furthermore, an <br /> unauthorized release of petroleum hydrocarbons has been documented at a nearby facility,474 W.Grant Line, <br /> and up gradient wells may be used to verify that the operation of the proposed groundwater extraction system <br /> has not contributed to the migration of the suspected off-site plume. PHS/EHD can approve the abandonment <br /> of MW12, MW13, and MW14 which are located off site (APN 214-490-10) and which have never detected <br /> petroleum hydrocarbon contaminants. PHS/EHD also approves the reduction of sampling frequency from <br /> quarterly to semi-annually of monitoring wells, MW2, MW3, MW6, MW11, and MW15. <br /> Please submit a work plan to destroy MW12, MW13, and MW14 and a permit application with S89.
