CONDOR EARTH TECHNOLOGIES,INC. <br /> SITE-SPECIFIC HEALTH& SAFETY PLAN <br /> FOR WORKING WITH RESIDUAL PESTICIDE CONTAMINANTS IN SOIL <br /> 1.0 INTRODUCTION <br /> Condor Earth Technologies, Inc. (Condor) has adopted the following Health & Safety Plan for working <br /> with residual pesticide contaminants, particularly dieldrin, which may be encountered during <br /> investigative or remedial excavation, and sampling operations. Condor technicians will employ airborne <br /> dust monitoring to monitor exposure in order to meet Permissible Exposure Limit (PEL) requirements. <br /> The purpose of this plan is to provide health and safety precautions for the duration of the Removal <br /> Action activities. <br /> All work will be done in general accordance with current OSHA regulations and all personnel working <br /> within the exclusion zone at the project site will have completed a 40-hour OSHA HAZWOPER training <br /> course including the prerequisite on-the-job-training hours. The training courses taken include <br /> yearly eight-hour refresher courses. The Site safety officer has completed the requisite Site <br /> Supervisor HAZWOPER training as has several years of on-the-job training. A tailgate safety <br /> meeting will be held prior to commencement of work each day and a Health & Safety Plan will be <br /> discussed with and presented to all crewmembers for their signatures. <br /> This Health & Safety Plan is limited to provisions for safe work practices related to exposure to residual <br /> pesticides in soil. An Air Sampling Plan is included in the Dust Control Plan. The Dust Control Plan is <br /> described within this HASP and in the Removal Action Work plan, and will be followed by all workers <br /> at the site. All Condor employees are required to adhere to the Illness and Injury Prevention Policy <br /> which includes medical monitoring and survelliance. Upon beginning employment at Condor, all <br /> employees must submit to blood analysis to determine baseline medical conditions. Subsequent <br /> monitoring is conducted at least each two years for each Condor employee. The suspected pesticide <br /> contaminants are listed in Appendix A. Respective Material Data Safety Sheets for identified <br /> contaminants are also attached. <br /> 2.0 GENERAL SAFETY MEASURES <br /> The exclusion zone shall limit access to the project site. The exclusion zone shall include an area at least <br /> 20 feet from the excavation, stockpile area, and excavation equipment. Unauthorized personnel shall not <br /> be allowed in the exclusion zone.No smoking or eating will be allowed within the exclusion zone. <br /> All Condor personnel, subcontractors,and consultants shall adhere to the provisions of the Dust Control Plan <br /> and this Health and Safety Plan. <br /> All of the above personnel who participate in fieldwork at the site will attend a safety indoctrination <br /> provided by the Condor Site Safety Officer. The Condor Site Safety Plan is maintained in this work plan. <br /> Copies of this Health and Safety Plan shall be available to all working units of Condor, its subcontractors <br /> and consultants. <br /> 2.1 SITE SAFETY OFFICER RESPONSIBILITIES <br /> The Site Safety Officer shall monitor all activities of equipment and personnel at the project site. Site <br /> Safety Officer's responsibilities will include the following: <br /> 1. Limiting access to the exclusion zone to authorized personnel. <br />
