QUALITY ASSURANCE PROJECT <br /> PLAN FOR REMOVAL ACTION <br /> Southern Portion of Neighborhood C,APN 209-450-03 <br /> Mountain House, San Joaquin County, California <br /> 1.0 INTRODUCTION/BACKGROUND <br /> This Quality Assurance Project Plan (QAPP) has been prepared by Condor Earth Technologies, Inc. <br /> (Condor) on behalf of Shea Homes Mountain House, LLC (Shea Homes) to address quality assurance <br /> (QA) and quality control (QC) policies associated with the response action, including collection of <br /> environmental data and the removal action, at the southern portion of Neighborhood C, Assessor's Parcel <br /> Number (APN) 209-450-03 (Site) located in Mountain House, California. Together with the Removal <br /> Action Workplan (RAW), this QAPP presents the plan for sampling and analysis. The purpose of this <br /> QAPP is to identify the methods to be employed to establish technical accuracy,precision, and validity of <br /> data that is generated at the Site. <br /> The removal action, confirmation sampling, and waste characterization sampling program is formally <br /> described in the RAW. This QAPP contains general and specific details regarding field sampling, <br /> laboratory, and analytical procedures that apply to activities described in the RAW. It provides field and <br /> laboratory personnel with instructions regarding activities to be performed before, during, and after field <br /> investigations. These instructions will insure data collected for use in project decisions will be of the type <br /> and quality needed and expected for their intended purpose. <br /> Guidelines followed in the preparation of this QAPP are described in EPA Requirements for Quality <br /> Assurance Plans for Environmental Data Operations, External Review Draft Final, EPA QA/R-5 <br /> (USEPA, 1998a)and EPA Guidance for Quality Assurance Project Plans,EPA QA/G-5 (USEPA, 1998b). <br /> Other documents that have been referenced in this plan include, Guidance for the Data Quality Objectives <br /> Process,EPA QA/G-4(USEPA, 1994a)and Test Methods for Evaluating Solid Waste,Physical/Chemical <br /> Methods(USEPA; SW-846). <br /> 1.1 PROJECT HISTORY AND OBJECTIVES <br /> The 61-acre Site is located in the southern portion of Neighborhood C of the Mountain House <br /> Development, and is designated by APN 209-450-03. The parcel is currently owned by Shea Homes, and <br /> was formerly an agricultural field for at least the past 60 years. <br /> Specific historic on-site activities with potential environmental impacts that occurred at the Site included <br /> use of organochlorine pesticides for pest control associated with agricultural operations. <br /> Laboratory analytical results from various environmental investigations indicated areas of dieldrin <br /> contamination of surface soil. Dieldrin is an organochlorine pesticide and is considered a persistent <br /> bioaccumulative toxic substance with human health cancer risks. Elevated concentrations are primarily <br /> confined to the upper 0.5 feet of soil in certain areas of the Site. Based on the concentrations of <br /> constituents detected and associated risk assessments, a removal action was determined to be necessary in <br /> specific areas of the Site. <br /> The RAW has been prepared to address the concerns that elevated levels of dieldrin may contribute to <br /> excessive human health risk. The proposed confirmation sampling locations are shown on Figures 2 and <br /> 3, attached. The field-sampling program has been designed to include sufficient data through adequate <br /> numbers of samples, a comprehensive analytical program and proper quality control procedures,to ensure <br /> Nk4 <br /> CONDOR <br />
