The procedures presented in this QA-PP will determine the quality of the data <br /> used for this purpose. <br /> 2.0 PROJECT DESCRIPTION <br /> This section presents information concerning the proposed sampling activities, selected analytical <br /> parameters, data objectives, and the resulting project decisions. A separate RAW provides specifications <br /> for field activities. <br /> 2.1 ANALYTICAL SCOPE <br /> The planned sampling effort includes the sampling and analysis of shallow soils for the identified <br /> chemical of concern (COC): dieldrin. A detailed plan of this investigation is provided in the RAW, and <br /> includes specified numbers and locations of samples to be collected. Samples will be collected in <br /> accordance with collection procedures and methods presented in Sections 7.6 and 7.8 of the RAW. <br /> Sample containers, holding times, and reporting limits for the analytes for each applicable matrix are <br /> presented in Tables 1 through 3, attached. The appropriate analyses selected for this field program, and <br /> the rationale for selection of these parameters,are discussed in Section 7.6 of the RAW. <br /> 2.2 DATA USE <br /> Data gathered from the sampling and analysis program will be incorporated into the decision process. The <br /> data collected through implementation of this QAPP is intended to satisfy federal, state, and local data <br /> quality requirements. These data may be used to characterize the nature and extent of contamination, <br /> support risk assessment, support the evaluation of corrective/remedial action, or assist in the <br /> determination of additional actions. <br /> The presence of environmental contaminants will be determined by laboratory analytical results of valid <br /> detectable concentrations of the constituents discussed above. The air monitoring plan (during soil <br /> disturbance activities) and the confirmation sampling plan will be implemented as specified in the RAW. <br /> The soil sampling and dust monitoring analytical results will be compared to the preliminary cleanup goal <br /> (PCG) and action levels, respectively. Laboratory analytical results from confirmation samples that <br /> exceed PCG values will be the decisive factor in determining the extent of further excavation and <br /> additional confirmation sampling. Air monitoring analytical results that exceed the action levels specified <br /> in the RAW will be the basis for decisions regarding postponement of work at the Site. <br /> 3.0 PROJECT ORGANIZATION <br /> This section defines the organizational structure and communication paths, and identifies key personnel <br /> assigned to various activities for the project. <br /> 3.1 SHEA HOMES MOUNTAIN HOUSE,LLC <br /> Kevin Peters, Managing Director for Shea Homes, is the designated contact person. Shea Homes has <br /> agreed to seek the review and approval of the California Environmental Protection Agency (Cal/EPA) <br /> Department of Toxic Substances Control (DTSC) on environmental matters relating to the remediation of <br /> the Site prior to residential development. Mr. Peters will be responsible for the directional decisions and <br /> budget control for work conducted on behalf of Shea Homes. Mr. Peters, or his designee, may perform <br /> document review of related work plans,reports, and drawings for activities associated with this project. <br /> CONDOR <br />
