March 19,2004
PREPARED BY: SECOR International Incorporated
APPROVED: with conditions,see below
DISAPPROVED: ]
ADEQUATE AND NECESSARY ELEMENTS OF THE WORK PLAN [H&S 25299.37,subd(c)(3)1:
1. Installation of three shallow groundwater monitoring wells for lateral assessment of the shallow contaminant plume.
The borings for these wells are proposed to be continuously cored from 10-17 feet bsg.
2. Installation of two cone penetrometor test(CPT)borings for assessment of the vertical extent of the contaminant
plume. Proposed depth of the CPT borings is 80 feet bsg. Discrete soil and groundwater samples will be collected
and submitted for analysis.
tion well to perform
3. Installation of one groundwater extracrm a groundwater extraction feasibility study, and installation
of one oxygen infusion sparge point to perform an oxygen infusion feasibility study. These studies are being done to
determine the most appropriate method of interim temediation. Methods of each test are outlined in the work plan.
C MMENTS AND CONDITIONS:
1. Hydropunch groundwater samples from the CPT borings should be collected from all appropriate permeable
intervals,not just at total depth.
2. additional deep, discretely screened monitoring wells must be installed to define the lateral extent of the groundwater
contamination at depth. Data obtained from the CPT investigation can be used to site these wells.
I Biological data must be collected to support the idea that oxygen infusion will stimulate microbes to break down the
MtBE contamination.
4. A San Joaquin County well permit application, and required$89.00 permit fee, must be submitted for each parcel of
land on which drilling will be done;City of Tracy encroachment permits and/or access agreements from offsite
property owners must be submitted to SJC/EHD with the permit applications.
3. A Report of findings must be submitted to SJC/EHD within 60 days following completion of all fieldwork.A Site
Conceptual Model and work plan for installation of deep monitoring wells are due for submittal at the same time.
Lori Duncan,Senior REHS Nuel C.Hend son,Jr_,R.G.
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: James Barton,CVRWQCB
Brian Carey,SECOR
