BOULEVARD <br /> STOCKTON, CALIFORNIA <br /> AGENCY CASE NO.: 392004 <br /> CLARIZEN ID: P-86007 <br /> Dear Mr. Buehler: <br /> In a letter dated November 5, 2018, the California Regional Water Quality Control Board — Central Valley <br /> Region (CRWQCB-CV) requested revisions to the October 31, 2018, Work Plan for Additional Site <br /> Assessment and Sensitive Receptor Survey Report for the former Shell service station located at 434 East Dr. <br /> Martin Luther King Jr.Boulevard in Stockton,California(Site). Wayne Perry,Inc.(WPI)on behalf of Equilon <br /> Enterprises LLC dba Shell Oil Products US (Equilon), is submitting this revised work plan proposing the <br /> installation of two monitoring wells in order to define groundwater conditions to the west and south of <br /> monitoring well MW-3. <br /> SITE DESCRIPTION <br /> The Site is located on the southwest corner of Dr. Martin Luther King Jr. Boulevard and California Street in <br /> Stockton, California (Figure 1). According to information presented in the August 11, 2017 Phase I <br /> Environmental Site Assessment report prepared by Partner, the Site had been formerly occupied by two <br /> generations of service stations. A service station and automotive repair shop on the northeastern portion of the <br /> Site from approximately 1930 through the 1940s,and a Shell-branded service station from 1964 to early 1980's <br /> (Partner, 2017). Underground storage tank closure/removal records are not available for either of the former <br /> service stations. Previous service station layouts are shown on Figure 2. <br /> The Site was redeveloped in 1983 into Payless ShoeSource Store which operated until 2017. The Site is <br /> currently occupied by a vacant single-story commercial building (Figure 2). <br /> The surrounding land use is mixed commercial and residential.
