Additionally, PHS/EHD <br /> has reviewed information pertaining to the site assessment which was initiated in 1995. <br /> Parkwoods Shopping Center <br /> In May 1995, a work plan prepared by HARZA, as Lincoln Properties' consultant, was submitted <br /> to PHS/EHD to install a monitoring well just south of the property boundary between the <br /> Parkwoods Shopping Center and the ARCO station. It would seem that you also are interested <br /> in determining the extent of petroleum hydrocarbon groundwater contamination related to the <br /> operation of the ARCO station. <br /> According to the HARZA site plan map submitted in the work plan that was implemented on <br /> June 7, 1995, the Lincoln Properties' well, PW1, was installed within 20 feet of the ARCO <br /> monitoring well, MW5 and was installed to a total depth of 50 feet below ground surface (bgs). <br /> It was noted by PHS/EHD staff that during the June 7, 1995 field inspection contamination was <br /> observed starting at 36 feet bgs. Subsequently, PHS/EHD received the "Workplan for Installing <br /> Groundwater Monitoring Wells" dated July 26, 1995 which proposed the installation of additional <br /> wells on the Parkwoods Shopping Center property. It is PHS/EHD's understanding that this <br /> work plan was not implemented. Unfortunately, PHS/EHD has never received the results of the <br /> initial investigation. <br /> You should be aware that on behalf of Sims-Grupe Management, you signed an Authorization <br /> to Release Information form whereby you agreed to authorize the release of any and all results, <br /> geotechnical data and/or environmental/site assessment information to PHS/EHD as soon as it <br /> is available and at the same time it is provided to you or to your representative. Please submit <br /> the report of the June 1995 investigation immediately. <br /> ARCO Station #548 <br /> PHS/EHD has summarized historical information regarding attempts by ARCO to obtain <br /> permission to access Parkwoods Shopping Center parking area and the necessity to <br /> investigate the extent of petroleum hydrocarbon groundwater contamination. Emcon, as <br /> ARCO's consultant, has requested, in correspondence dated November 28, 1995 and January <br /> 31, 1996, authorization to install monitoring wells on the Parkwoods Shopping Center property. <br /> A Division of San Joaquin County Health Care Services <br />
