Box 2463, OSP 4482D
Houston, TX 77252
REVIEW OF STATUS REPORT, FORMER SHELL CRUDE OIL PIPELINES—HANSEN
ROAD,TRACY, SAN JOAQUIN COUNTY
Staff of the Central Valley Regional Water Quality Control Board (Regional Board) reviewed the
22 December 2004 Status Report(Report) submitted by Clayton Group Services, Inc. on behalf of Shell
Oil Products Company(Shell) for the former Shell Central Valley Crude Oil Pipeline (Pipeline) near the
intersection of Hansen and Schultes Roads in Tracy(site). The Report summarizes the background
research and forensic analytical work to determine the characteristics of the crude oils that were
transported in the Pipeline and the characteristics of the petroleum hydrocarbons detected at the site.
The results so far show similarities between those crude oils and some of the samples from the site and
dissimilarities between the crude oils and other samples from the site. Due to these dissimilarities, Shell
proposes to evaluate other potential crude oil samples, literature on crude oil samples, and obtain
information on two crude oil fields in the area of the site.
Regional Board staff concurs with the recommendations in the Report. Based on the schedule proposed
in the Report, by 21 March 2005 please submit a summary of the work conducted on behalf of Shell
regarding the crude oil characteristics. The summary should include a discussion of the history and dates
of all the different crude oils transported through the Pipeline, the differences between the different
crude oils transported through the Pipeline, and information on why the biomarkers referenced in the
Report are "resistant to weathering" and "there are no degradation mechanisms or mixtures of the crude
oils that could result in the type of chromatographic patterns observed"in the site samples. Shell needs
to provide a comparison of the crude oil from nearby crude oil fields to the crude oils transported
through the Pipeline and comparison of site samples to the different crude oils identified.
