Box 2463 <br /> Houston, TX 77252 <br /> REVIEW OF WORK PLAN FOR ADDITIONAL DELINEATION,FORMER SHELL CRUDE <br /> OIL PIPELINES—GRANT LINE ROAD,TRACY, SAN JOAQUIN COUNTY <br /> We have reviewed the 16 July 2003 Workplan for Additional Delineation (Work Plan) submitted by <br /> Clayton Group Services, Inc. on behalf of Shell Oil Products Company(Shell) for the former Shell <br /> Central Valley Crude Oil Pipeline near the intersection of Grant Line Road and Mountain House <br /> Parkway in Tracy. The Work Plan proposes to collect soil samples from 21 borings. Borings are <br /> proposed every 100 feet along the estimated 2,000-foot lineal section of the former pipeline. Shell will <br /> drill each of the borings to about 30 feet below ground surface. <br /> We have the following comments on the Work Plan: <br /> 1. The Work Plan proposes to make recommendations for additional soil sampling locations to better <br /> delineate the vertical and lateral extent based on field screening techniques. It is unclear if Shell is <br /> proposing this work as part of the Work Plan or as a separate work plan submittal. Based on the <br /> constraints of access and time, Shell should consider proposing methodology for step out locations <br /> if field screening techniques or visual observation shows petroleum hydrocarbon pollution. <br /> 2. The Work Plan does not propose grab groundwater samples. Shell proposes to evaluate the lateral <br /> and vertical extent of petroleum hydrocarbon pollution in soil,but Shell also needs to evaluate <br /> whether groundwater,which is at about 30 feet below ground surface, is polluted. <br /> By 25 August 2003,please submit a revised work plan to address the above comments.
