Box 2463
Houston, TX 77252
REVIEW OF INVESTIGATION REPORT, FORMER SHELL CENTRAL VALLEY
CRUDE OIL PIPELINES—HANSEN ROAD,TRACY, SAN JOAQUIN COUNTY
We have reviewed the 2 January 2003 Investigation Report(Report) submitted by Clayton Group
Services on behalf of Shell Oil Products Company(Shell) for the former Shell Central Valley
Crude Oil Pipeline near the intersection of Hansen and Schultes Roads in Tracy. The Report
discusses the soil and grab groundwater results from 13 borings advanced to delineate the lateral
extent of petroleum pollution found during pipeline removal activities. The boring logs included
in the Report do not include organic vapor readings. Future investigative work must include
organic vapor readings of the soil samples to ensure the safety of the workers.
Based on the results presented in the Report, the lateral extent is defined to low concentrations of
total petroleum hydrocarbons as diesel and crude oil in soil and to detections below the taste and
odor threshold in groundwater. However, the vertical extent of petroleum hydrocarbons is not
defined. Therefore,by 12 March 2003, please submit a work plan to define the vertical extent of
petroleum hydrocarbons and to remediate soil and groundwater pollution.
