• Winston#183 <br /> Stockton,CA <br /> August$,zooz <br /> ' 3.0 SITE DESCRIPTION <br /> ' 3.1 SITE LOCATION <br /> The Site is located at 1648 East Hammer Lane in Stockton, San Joaquin County,California(Figure 1). <br /> ' <br /> 3.2 SITE DESCRIPTION <br /> ' The Site consists of approximately 0.33 acres and is currently developed with an approximately 5,204 square- <br /> foot(so,one-story building that includes five vehicle service bays,an alignment bay,and a storage area.The <br /> building is constructed of concrete blocks on a concrete slab foundation.. The roof is corrugated sheet metal <br /> supported by steel trusses and steel I-beams. The building contains six bays of equal size. The northern-most <br /> ' bay, closest to the show room, contains an aboveground alignment rack. Administrative duties and sales <br /> activities are conducted in the show room area at the north end of the building. There are two restroom <br /> facilities also located in this area. The parking area is paved with asphalt and includes curbs, gutters,and <br /> interstitial planters. <br /> East Hammer Lane borders the Site on the north,and West Lane Frontage Road borders the Site on the west. <br /> ' Photographs taken during the Site reconnaissance are included in Appendix B. <br /> ' 3.3 SITE OPERATION <br /> Winston Tire Store#183 has operated as a retail tire and autoservice center since approximately 1991. <br /> 3.4 PREVIOUS USE(S) OF THE SITE <br /> Based on historical records reviewed during this ESA, the Site was first developed in 1991 as the <br /> ' existing Winston Tire Company store. <br /> 3.5 ADJACENT AND SURROUNDING LAND USE <br /> The Site is located less than 0.25 miles east of the intersection of Hammer Lane and West Lane on the.south <br /> ' side of Hamner Lane. This section of Hammer Lane is developed with commercial and retail businesses. The <br /> adjoining properties are as follows: <br /> ' • North—Hammer Lane beyond which lies a shopping center; <br /> • South—A large parking area that is part of a shopping complex that includes Costco; <br /> ' • East—International House of Pancakes(IHOP)restaurant; and <br /> • West—A frontage road,beyond which is the Golf Land Arcade and Amusement Park <br /> No obvious signs of recognized environmental conditions were observed on the adjoining and surrounding <br /> properties during the Site reconnaissance. Observations were restrictedto those areas readily observable from <br /> ' the public right-of-way.
