The soil was stockpiled on 5 mil visqueen and <br /> covered at the end of the day. The vent pipes, fuel pipes and fuel <br /> dispensers were carefully dismantled and removed. The excavation <br /> was continued until the' tops and sides of the tanks were fully <br /> exposed. <br /> Approximately one to four inches of residual product remained in <br /> each tank. The residue was removed by a vacuum truck licensed to <br /> haul hazardous waste. The tanks were washed three times each with <br /> a hot water, 3,000 psi !pressure washer. The rinsates were also ' <br /> pumped into the vacuum truck. One thousand gallons of waste water <br /> was generated. The vacuum truck shipped the waste water under <br /> r hazardous waste manifest #92053129 to Refineries Service in <br /> I i <br /> Patterson, California. Refineries Service is a facility.4licensed <br /> to receive petroleum wastes for recycling. <br /> On December 11, the tanks were inerted with dry ice to displace any <br /> C flammable vapors that have remained inside the tanks. Dry ice was <br /> placed inside the tanks at the rate of 30 pounds per 1,000 gallons <br /> of tank capacity, The Lower Explosive Limit (LEL) and Oxygen <br /> 4 content (02) of the tanks were check with a Gastech LEL/02 meter <br /> accompanied by a representative from San Joaquin County Public <br /> a <br /> Health Services. The LEL and 02 content were within permissible <br /> limits set forth by SJCPHS. <br /> s <br /> r <br />
