Carl Knowles
Page 2
Groundwater in the sand interval at 95 feet below surface grade (bsg)will be investigated with the
installation of the proposed deep MW. To reduce the spread of contamination during drilling, a
conductor casing will be installed prior to the MW construction. Soil and groundwater from this
MW will be sampled and analyzed to determine the vertical extent of impacted groundwater in the
area of MW-5. EDH recommends that representative soil samples collected be analyzed for total
organic carbon and soil oxygen demand; the results may be useful for evaluating the proposed in-
situ oxidation remedial alternative for the impacted groundwater.
EHD cannot approve of the proposed oxidant application at this time. The proposed modified
Fenton's Reagent injection bench scale test will require approval from CVRWQCB to ensure that
CVRWQCB concerns with potential aquifer quality degradation and metals migration are
addressed. The former feasibility study completed by Ground Zero in 2001 needs to be revised
and a Corrective Acton Plan completed when appropriate.
The former MW-8 was interfering with roadwork performed by the City of Stockton (COS) and
was therefore destroyed under EHD permit and inspection in 2002. Currently MW-3 and MW-5
are located in areas that will be effected by additional COS road expansion. Please provide
additional clarification on the area of road expansion in the area of MW-3 and MW-5.
Please provide EHD with permit applications and fees for the installation of the proposed deep
MW and the destruction of MW-3 and MW-5 by 1 May, 2006.
If you have any further questions regarding this matter, contact Harlin Knoll at(209)468-3442.
Donna Heran, RENS, Director
Environmental Health Division
Harlin Knoll, Senior REHS Nuel C.
