e E 1 I
1.0
PROJECT-DESCRIPTION
In 1992,a field survey program was performed by Woodward-Clyde Federal Services (WCFS)
to collect information on petroleum storage tanks located at Emergency Broadcast System (EBS)
radio stations. The information collected on the underground storage tanks (USTs) and
aboveground storage tanks (ASTs) included locations, construction and installation details, and
t the status of compliance with environmental regulations.
WCFS prepared reports on federally-owned USTs and ASTs that contained liquid petroleum
products. These reports were submitted to the Federal Emergency Management Agency
(FEMA) in May 1993 and August 1994, respectively. The August report identified ASTs that
L were reported or suspected to have released petroleum into the environment. FEMA asked
WCFS to prepare sampling plans for these sites to determine whether a release had occurred
and, if so, whether the concentration of petroleum constituents in soil exceeds regulatory limits.
A sampling plan and this Quality Assurance/Quality Control Plan was prepared based on the
fmdings and recommendations presented in the August 1994 AST Compliance Evaluation Report
for the following EBS radio station:
FEMA REGION 9
STATE California
RADIO STATION KJAX
ADDRESS 110 North Eldorado Street
Stockton, CA 95201
TANK ADDRESS 5451 East Harding Way
Stockton, CA 95201
i
8054 cA8054\kjax.gap 1
