Hammer Lane APN: 094-030-12
Stockton, CA 95210 Geotracker ID#: T0607700492
In correspondence dated February 2, 2010, the San Joaquin County Environmental Health
Department (EHD) notified you that the EHD did not concur with:your technical justification for
not collecting soil gas samples and that you were to proceed with the collection of soil vapor
samples and conduct a vapor intrusion hazardous risk assessment. You were to inform the
EHD if you wished to have the October 30, 2009 work plan (Plan) reviewed or if you had other
plans to continue the required investigation.
In electronic mail dated April 19, 2010, Rexford Smith of Horizon Environmental advised the
EHD that he wished to utilize the Plan but requested a reduction of the five soil gas probes
originally proposed to one, specifically SG-3, located on the west side o?the building, east of the
underground storage tank (UST) upit. Additionally, Mr. Smith advised that the modifications
requested in an electronic mail dated March 3, 2010, are withdrawn.
The EHD has reviewed the Plan, the request to reduce the number of soil gas probes, and the
E
`request to withdraw additional modifications of the Plan, and has the following comments.
The Plan was a proposal to install five soil gas .probes-to five feet below the surface (`bgs),-
conduct a purge volume test, utilize a purge volume determined to provide the highest
constituent concentration, conduct a leak test,. collect soil gas samples utilizing 100 milliliter
sampling syringes from each probe, and analyze the samples-in an onsite mobile laboratory for
total petroleum hydrocarbons as gasoline (TPHg), benzene, toluene, ethylbenzene, total
xylenes (BTEX), methyl tert-butyl ether (MtBE), and the-leak compound by EPA Method 82606.
Additionally, a 0.25-liter Summa canister duplicate sample was to be collected for testing at'an
E outside lab for the same constituents utilizing EPA Method TO-15. The results will be evaluated
against the San Francisco Bay: Regional Water Quality Control Board (SFBRWQCB),
'Environmental Screening Levels (ESL), residential values and a report submitted to the EHD for
review.
k
