page 2
Beacon #3641 May 4, 2010
1210 E. Hammer Lane, Stockton
The guidance documents the EHD follows, Interstate Technical Regulatory Council (ITRC-2007)
::and the Los Angeles Regional Water Quality Control Board /Department of Toxic Substances
Control-2003, calls for.either 3 or 4 purge volumes or a step test,.up to seven purge volumes, in
order to identify the proper volume to ensure a valid sample. Horizon proposes only a one
apparatus volume purge.
Horizon did not provide technical justification to support their proposed one-volume purge and
the EHD does not approve the single apparatus volume purge. Although the EHD recommends
complete adherence to the guidance documents, in order to minimize error without the benefit of
purge-volume testing, the EHD requires a three-.purge volume prior to sampling. The EHD will
reconsider this purge volume requirement if the proposed action is supported by authoritative
guidelines applicable to California UST sites and appears to be appropriate for your site.
The EHD has reviewed the historical soil data from the closest borings (MW-11VW-112 and VW-
314) to the building. The soil samples from these wells were'collected in 1996 and without
current soil contaminant data to support an estimate of the residual soil mass, the soil gas data
from only one soil vapor probe will not be adequate. The EHD requires one additional soil vapor
probe to be installed approximately 30 feet south of SG-3, as noted on Figure 2 of the Plan.
You are stili to collect the 0.25-liter Summa canister duplicate sample for analysis by TO-15.
The Plan is approved with the above noted conditions included. Please submit a Well Permit
r
Application Form and $89 fee immediately.
You may contact Mich Inf ma at (209) 468-3454 if you have any questions.
Michael J.
