HARLAN ROAD, SAN JOAQUIN COUNTY <br /> ContiGroup is conducting investigation and remediation of carbon tetrachloride and other <br /> volatile pollutants at its former facility at 9504 South Harlan Road. In 2005, ContiGroup <br /> injected zero-valent iron into the subsurface which is reducing concentrations of pollutants <br /> near the injection points, and in letters dated 4 October 2007 and 5 December 2007, Central <br /> Valley Regional Water Quality Control Board (Regional Water Board) conditionally concurred <br /> with a pilot study which will recirculate groundwater through the zero valent iron injection <br /> points. The objective is to accelerate the rate of groundwater cleanup by exposing more <br /> groundwater to the iron. In the 4 October 2007 letter, Regional Water Board staff transmitted <br /> a draft Monitoring and Reporting Program (MRP) that reduces the frequency of groundwater <br /> plume monitoring from quarterly to semi-annually and includes a section particular to the pilot <br /> groundwater recirculation system. <br /> We received your comments on the draft MRP in an email dated 29 October 2007. Regional <br /> Water Board staff concur with your comments and the attached Monitoring and Reporting <br /> Program No. R5-2007-0826 incorporates your suggestions. The changes in the attached <br /> MRP are as follows: <br /> • Both extraction/injection well pairs may be operated, but may not be operated concurrently. <br /> • Monitoring well MW-3C is added to the program. <br /> • In the event of the recirculation system shut-down, Regional Water Board staff shall be <br /> notified within seven days instead of within 48 hours. <br /> • Language referring to annual reports has been changed to reflect semi-annual reporting <br /> periods. <br /> • Directives to improve remediation system effectiveness are modified by the phrase "if <br /> warranted". <br /> In a 20 November 2007 email, your consultant, Ms. Linda Huff of Huff and Huff Inc. notified <br /> Ms. Amy Terrell of my staff that ContiGroup concurs with the changes to the draft MRP. <br /> California Environmental Protection Agency <br /> Qa Recycled Paper - <br />
